Job Description
The Senior Cost Control Engineer plays a key role in ensuring effective financial management of construction projects by overseeing project budgets, monitoring expenditures, and controlling costs. This role involves validating monthly cost reports, analyzing variances, and ensuring accurate allocation of resources. The engineer works closely with project managers, commercial teams, and procurement to optimize cost efficiency and support project profitability. By enforcing strong cost control measures, the role contributes to the overall success and financial health of the organization’s projects.
Budget & Cost Management:
· Oversee project budgets, track expenditures, and ensure compliance with financial objectives.
· Monitor cost performance against forecasts and report deviations proactively.
· Ensure timely preparation and validation of monthly Cost Control & Value Reports (CCVR).
Cost Analysis & Reporting:
· Prepare detailed cost reports and conduct variance analysis for management.
· Support project teams with cost advice for effective decision-making.
Procurement & Resource Allocation:
· Review and approve bid tabs for subcontract, materials, manpower, and equipment.
· Validate cost impact of variation orders before approval.
· Monitor resource allocation to maximize cost efficiency.
Compliance & Process Control:
· Ensure all cost-related activities adhere to company policies and project procedures.
· Maintain accurate records of all cost-related documents for audit and reporting purposes.
Stakeholder Coordination:
· Collaborate with project managers, planners, and commercial teams to align budgets.
· Provide cost-related insights to senior management for strategic planning.

· Provide input to other departments or parties as needed on time.
DUTIES & RESPONSIBILITIES:
- Monitor project budgets and Cost across multiple phases.
- Track and control costs to ensure alignment with approved budgets.
- Review and validate monthly CCVR reports for accuracy and compliance.
- Prepare cost variance analyses and recommend corrective measures.
- Review and approve bid tabs for subcontractors, manpower, equipment, and materials.
- Evaluate and approve variation orders based on cost impact.
- Ensure accurate resource allocation and monitor cost-effectiveness.
- Maintain a database of project costs, benchmarks, and historical data.
- Ensure adherence to cost control procedures and financial regulations.
- Coordinate with commercial, planning, and site teams to address budget concerns.
- Highlight cost overruns and suggest proactive measures to mitigate risks.
- Participate in project review meetings to provide financial insights.
GENERAL RESPONSIBILITIES:

- Always prioritize keeping employee information and sensitive data confidential
- Prioritize and ensure full compliance with the Quality, Health, Safety, and Environmental (QHSE) policies established by the company.
- Accurate and On Time submissions of balanced scorecards.
- Maintain supportive documentation to substantiate the actual performance for all Key Performance Indicators (KPIs) outlined in the Balanced Scorecard (BSC).
Skills Description
SKILLS:
- Proficiency in cost control software and ERP systems.
- Strong knowledge of MS Excel and project cost reporting tools.
- Ability to prepare financial models, forecasts, and variance analyses.
- Advanced knowledge of cost estimation and budget management.
- Familiarity with contracts, variation orders, and bid evaluations.
- Competence in preparing and reviewing CCVR and financial reports.
- Strong analytical and problem-solving abilities.
- Excellent communication and reporting skills.
- Ability to work collaboratively with multi-disciplinary teams.

EXPERIENCE REQUIRED:
· Minimum 5–10 years of relevant experience in cost control within the construction industry (UAE/GCC preferred).
· Proven experience in managing project budgets and validating cost reports.
· Hands-on experience in bid evaluations, variation orders, and subcontract reviews.
